I think usually the wrap party would be hosted by the film production, but if Johnny wanted a particular place with specially selected alcohol beverages, then it seems sensible that he would host, especially when the host can financially afford it.
Universal held the "official" wrap party at a place that was somehow leaked to the press and published prior to the event. It seems that taking the crowd situation into consideration it appears a more private location was found at the last moment for a smaller group of people. It's been reported that hundreds of people were at the location leaked to the press.
