Oshkosh readies for filming

Almost every department in city government has helped play a role in bringing Oshkosh to the verge of its big break in Hollywood.

As “Public Enemies” crews prepare to begin filming Friday at Wittman Regional Airport, city officials from Acting City Manager John Fitzpatrick on down have led a coordinated effort by city staff, community organizations and private business owners to ensure filming of Universal Pictures’ 1930s-era gangster flick goes off without a hitch.
“We don’t want anything to impede their ability to (film here) and to have a positive experience doing it,” Fitzpatrick said. “That has involved a lot of work with the producers and with community organizations from the Chamber of Commerce to the downtown business owners to the Oshkosh Area Community Foundation to the Oshkosh Northwestern to the Convention and Visitors Bureau.”
Oshkosh Director of Media Services Jon Urben called Director Michael Mann’s selection of Oshkosh for scenes from “Public Enemies” a “golden opportunity” that has taken as much work as an emergency response plan, though it has been a lot more fun.
“It will be an activity we have collectively worked on,” he said. “Once it is done, we can look back to see the great job everyone did together. To make this a positive outcome for the community is why we are here.”
The convention bureau has been monitoring hotel occupancy almost daily for the upcoming 10 days of filming, while the Business Improvement District and city staff have been trying to communicate with residents and businesses about the film’s impact on them, from street closures to trash pick-up schedules and accessibility of the Oshkosh Public Library.
Fitzpatrick said a large portion of his daily work schedule was taken up with planning for the film, but that Urben has stepped up to coordinate the efforts since then. He said departments including fire, police, transit, waste, public works and community development have all had roles to play, along with the entire Oshkosh community.
“Oshkosh pulls together in these sorts of circumstances,” Fitzpatrick said. “People understand these are out-of-the-ordinary circumstances, but they just step forward, roll up their sleeves and do what needs to be done. They understand there’s a bigger value in this.”
The downtown changeover
Actual businesses have given way to fake ones created for filming scenes from “Public Enemies.” The businesses affected and their new persona’s are listed below.

Where is Oshkosh supposed to be?
For filming purposes, parts of Oshkosh will become three different locations needed in the film. Universal Studios has yet to confirm all of these details, but it appears that:
North Main Street/Algoma Boulevard/Market Street will be Sioux Falls, S.D., where John Dillinger and Baby Face Nelson robbed the Security National Bank and Trust Co. on March 6, 1934.
Masonic Temple/Washington Avenue could be Racine, Wis., where Dillinger robbed the American Bank and Trust Co. on Nov. 20, 1933.
The Experimental Aircraft Association’s Pioneer Airport could be either Tucson, Ariz. or Midway Airport in Chicago. Dillinger was apprehended in Arizona and flown to Chicago in January 1934.
Impact on city services?
According to Acting City Manager John Fitzpatrick and Director of Media Services Jon Urban, some city services will be impacted by filming while others will not.
Mail – There will be no mail service for those buildings on streets that will be closed during filming. Those living or working inside the affected areas can pick up their mail at the downtown U.S. Post Office, 130 State St.
Trash – City trash pick-ups are expected be done on the regular dates.
Library – From Merritt Avenue, turn south onto Jefferson Street and turn into the Library parking lot. Departure access should be available on Mount Vernon Street as well.
Street vendor permits – Contact the Oshkosh Health Department at (920) 236-5031. Health and safety is the city’s priority and Fitzpatrick said permits would be expedited when possible.
Transit – Bus schedules and routes would operate as close to normal as possible and fares will remain the same.
